James Balao, Needs to be Helped

In The Philippines, an activist named James Balao who helped in the founding of the CPA (Cordillera Peoples Alliance) has been abducted and his whereabouts are unknown. He has not only helped the adults but also indigenous children because of his work as a researcher for the rights of an indigenous person. Prior to his abduction, he sent his family an email of how he was being surveilled with a white and blue van tailing him. Before, when this surveillance occurred with other activists, it has lead to executions. Should other countries or organizations intervene? Which ones?
