Foster Care in California, Failing their youth

In California, when children who become 18 are emancipated from child care they are let into the world to live as an adult. The foster care system in California is failing to prepare their children for the tough life ahead with adulthood. This state's foster care system has about 65,000 children in it and after they leave many are becoming homeless without being prepared for life as an adult. Why does California's foster care system not prepare their youth for adulthood? What can be done to stop the cycle of homelessness in foster care kids? Have you got any ideas?
