Imprisoned for Teddy Bears

In Belarus, a young student by the name of Anton Suryapin was arrested for pictures like the ones above with teddy bears holding flags saying "Free Speech Now". It is unjust to be imprisoned for just posting pictures of bears holding a flag and dropping off some around the city. It is a completely nonviolent way of protesting and no one is being hurt in any possible form. Is this right to imprison someone for speaking out?
